Key facts
- Listing: factory-built portable residential spas must be listed to UL 1563 or CSA C22.2 No. 218.1 (Clark County 2024 Pool and Spa Code, 1001.4).
- Barrier: not required for a spa or hot tub with a lockable safety cover complying with ASTM F1346 (305.1).
- Internal wiring of a listed self-contained spa is excepted from the code's wiring provisions (302.1); the circuit to it is not.
- NV Energy residential time-of-use, effective October 1, 2026: summer on-peak 6:01 to 9 p.m., June to September, $0.46912/kWh; summer off-peak $0.07062; winter $0.08415.

Who issues the permit
Southern Nevada has several building departments. Unincorporated Clark County, including Spring Valley, Enterprise, Paradise and Summerlin South, goes through Clark County Building. The cities of Las Vegas, Henderson and North Las Vegas run their own counters. All of them work from codes based on the same model, but fees and forms differ, so start with the department for your address. HOAs often have their own approval step for equipment visible from the street.
Electrical: what gets inspected
The field wiring is what the inspector looks at: the breaker, the GFCI, the disconnect location and the bonding. The national rules are covered in our hot tub disconnect and GFCI guide: a disconnect 5 to 50 feet from the tub and within sight, GFCI protection, and bonding of metal within 5 feet. The tub's own controls are covered by its UL or CSA listing. A 120V plug and play tub skips the hardwiring but still needs a dedicated outdoor GFCI outlet.
Barriers and covers
Pools in Clark County need barriers, but section 305.1 exempts a spa or hot tub with a lockable safety cover that complies with ASTM F1346. Most hot tub makers ship a locking cover, but check that the cover itself is marked as meeting ASTM F1346. If the tub is set into a deck or in-ground, ask the inspector how the barrier rules apply.
What heat costs on NV Energy
A 4 kW heater, the size in MyHotTub's 240V Victoria, uses 4 kWh in an hour at full power. At the rates on NV Energy's October 1, 2026 sheet:
| Plan and period | Rate per kWh | One hour of 4 kW heat |
|---|---|---|
| Standard residential | $0.11514 | About $0.46 |
| TOU summer off-peak | $0.07062 | About $0.28 |
| TOU summer on-peak (6:01 to 9 p.m.) | $0.46912 | About $1.88 |
| TOU winter | $0.08415 | About $0.34 |
These are energy charges only, before the basic service charge and other line items. In summer the heater barely runs: with July highs averaging 103.7 degrees F, the water can drift above a comfortable soak temperature. Pumps and blowers still draw power, so set filtration cycles outside the peak window if you are on time-of-use.
Desert placement
Shade the cover. UV and heat age vinyl covers fast, and a shaded tub stays cooler in summer. Low annual rain, about 4.2 inches, means evaporation is the main water loss, so keep the cover on between soaks.

Frequently asked questions
Does a hot tub need a permit in Clark County, Nevada?
The electrical work usually does. Clark County's 2024 Pool and Spa Code requires portable residential spas to be listed to UL 1563 or CSA C22.2 No. 218.1 (section 1001.4) and covers wiring and barriers. Contact Clark County Building or your city (Las Vegas, Henderson or North Las Vegas) for the permit that applies to your address.
Does a hot tub in Las Vegas need a fence?
Not if it has a proper safety cover. Section 305.1 of the Clark County 2024 Pool and Spa Code exempts spas and hot tubs with a lockable safety cover that meets ASTM F1346 from the barrier requirement.
What is the cheapest time to heat a hot tub on NV Energy?
On NV Energy's residential time-of-use plan, the summer on-peak period runs 6:01 to 9 p.m. in June through September, when the October 1, 2026 rate sheet lists $0.46912 per kWh versus $0.07062 off peak. Heat outside that window.
How much does a 4 kW hot tub heater cost to run in Las Vegas?
One hour at full power uses 4 kWh. At NV Energy's standard residential rate of $0.11514 per kWh that is about $0.46 an hour. On the time-of-use plan it is about $0.28 off peak and about $1.88 on a summer peak hour. These are energy charges only.
Does the factory wiring inside a hot tub need inspection?
Section 302.1 of the Clark County code has an exception for the internal wiring of a listed, self-contained spa. The field wiring from your panel to the tub is still inspected.
Will a hot tub stay warm in a Las Vegas winter?
Usually with little effort. NOAA normals put the average January low at 40.4 degrees F, so a covered tub loses heat slowly. In July the average high is 103.7 degrees F, and the challenge is keeping water from getting too warm.
