Hot tubs and cold plunges in North Las Vegas: permits, power and draining

Last updated by the Brevley & Sons editorial team

Short answer: North Las Vegas drains spa water to the sewer only and can shut off water service for violations. Permits run through the city's Permit Application Center with a $75 fee per permit. NV Energy's summer evening time of use price is almost seven times the off peak rate, so set chillers and heaters to skip 6:01 to 9 p.m.

Draining: sewer only, and the penalty hits your water account

The City of North Las Vegas page on pool and hot tub draining is short and firm. It is unlawful to drain a pool, hot tub or whirlpool to the street or a storm drain where sanitary sewer service is available, because storm drains carry water to Lake Mead without treatment. The water has to go to the sewer through the property clean out, a sink, a toilet or a bathtub. The penalties the city lists are discontinuance of water service or water waste charges. That is a different lever from the citation most cities threaten, and it is the detail national hot tub guides leave out.

The city names two outdoor routes. Option one is the kitchen sink drain cap on an outside wall. Option two is the front yard clean out, which the city says is usually near the hose bib and may sit inside a green box. A submersible pump and a garden hose into the clean out handles a 100 gallon plunge in minutes and a 400 gallon spa in well under an hour. Clark County's regional flyer suggests 12 to 15 gallons a minute during low use hours so the line does not back up. Our valley wide draining guide compares the Las Vegas, Henderson and Reno rules.

Permits: what the city publishes

We did not find a North Las Vegas page written for portable hot tubs or cold plunges. What the city does publish is its Permit Application Center, with separate building, plumbing, mechanical, electrical and swimming pool applications, plus an electric load calculation form. Fees follow Chapter 15.72 of the municipal code: electrical permit fees are in Table 3 B of section 15.72.240, each permit carries a $75 administrative fee, plan check is 65 percent of the permit fee, and a re inspection costs $100. Same day inspections are also $100. The center is at 2250 Las Vegas Blvd. North, open Monday through Thursday, 8 a.m. to 5:45 p.m., and the phone is (702) 633-1536.

In practice the electrical side is what usually triggers a permit. A 120 volt plug and play tub or a plunge that plugs into an existing GFCI outlet adds no wiring. A 240 volt spa, or a plunge that calls for a dedicated circuit, means new wiring, a disconnect and GFCI protection. Send the city the maker's spec sheet and ask which applications it wants before the electrician schedules the job. Our Las Vegas and Clark County permit guide covers the neighboring rules.

Power: what the October 2026 NV Energy rates mean

NV Energy's southern Nevada standard residential rate, effective October 1, 2026, works out to 11.514 cents per kWh all in, plus $18.00 a month for basic service. On the optional time of use plan, winter (October through May) is 8.415 cents, summer off peak is 7.062 cents, and summer on peak, 6:01 to 9 p.m. daily from June 1 through September 30, is 46.912 cents.

  • A Penguin Chillers 1 HP high efficiency chiller lists 830 watts and 7.2 amps at 120 volts. Six hours a day is about 149 kWh a month: about $17.20 on the standard plan, or about $12.57 at the winter time of use rate.
  • If that chiller runs through the full three hour summer peak every evening, those 75 kWh cost about $35 a month at 46.912 cents. Pre chill in the afternoon and keep the lid on through the evening.
  • A hot tub heater works hardest after a refill and on winter nights, which in North Las Vegas fall in the 8.415 cent winter season. Schedule filtration and heat cycles outside 6:01 to 9 p.m. from June through September if you take time of use.

Weight and pads in North Las Vegas yards

The MyHotTub Victoria lists 4,813 pounds filled on a 91 by 91 inch footprint, about 84 pounds per square foot before anyone gets in. The smaller Mesa, a 120 volt 15 amp plug and play tub, lists 2,933 pounds on 74 by 74 inches, about 77 pounds per square foot. Pavers laid on sand can settle unevenly under that load, so a reinforced concrete pad is the safe base for either. A 150 gallon plunge such as the Icebound Endeavor bundle is about 900 pounds filled, which still wants a flat slab rather than gravel.

Heat, shade and evaporation

NOAA's 1991 to 2020 normals for the Las Vegas airport station give a July average high of 103.7°F and 4.2 inches of rain a year. A chiller working in an unshaded side yard against a block wall runs longer, so put it in shade with clear airflow. Keep hot tub covers on whenever the tub is idle; evaporation concentrates minerals and shortens the time between drains, which brings you back to the clean out sooner.

A propane fire table by the spa

North Las Vegas adopted the 2024 International Fire Code with the Southern Nevada amendments, effective January 5, 2026. Amendment 105.5.30 says an LP gas operational permit is not required for Group R 3 occupancies, the code's class for detached homes and duplexes, so a propane fire table beside a spa at a single family house needs no fire department permit. Apartments and condos are a different occupancy, and leases and HOA rules often ban open flame outright. Our North Las Vegas, Chicago and Dallas fire pit guide covers wood fires and the 2026 Stage 1 restrictions.
