Reno: a flat fee, but still a plan review
Reno's fee schedule effective July 1, 2026 lists Spa/Hot Tub (Prefabricated) at $177. The double asterisk beside it means the amount includes a $45 application fee and a $45 permit issuance fee, and the city's building permits page explains that a flat rate covers both building plan review and building inspection, with fees from other departments possibly added. The spa is not an over the counter job: the city's residential permit types sheet puts Pool and Spa in the column marked Plans Required, 10 day Review, alongside Fence and Shed and Patio Cover. The EZ column, which needs no plans, holds items such as Service Change, HVAC and Water Heater.
Other flat rates a spa or sauna project can touch:
| Reno flat rate line (residential) | Fee |
|---|---|
| Spa/Hot Tub (Prefabricated) | $177 |
| Pool Heater | $280 |
| Receptacles, switches, outlets, fixtures: first 20 | $135 |
| Receptacles, switches, outlets, fixtures: over 20 | $156 |
| Service Change, under 1,000 amps | $178 |
| Shed under 200 sq ft, no electrical | $135 |
| Shed over 200 sq ft, with electrical | $180 |
| Decks | $135 |
| Fence | $135 |
| Patio Cover, open | $135 |
Every line marked with the double asterisk on the schedule includes the same $90 in application and issuance fees. If a tub needs a bigger panel, the service change is an EZ permit. All applications go through onenv.us. Since July 1, 2026, document submittal, hold comment responses and final approved documents are handled in that portal's Digital Projects component, and inspections are booked there or in the Reno Building Inspections app. An application or permit that reaches 180 days of inactivity expires, and a new submittal is then required. Reno lists an Owner Builder Affidavit of Exemption and an Electrical Load Calculator among its forms.
Henderson: the homeowner process, step by step
- HOA first. The guide tells homeowners to check with their HOA before applying, because HOAs are frequently more restrictive than the city.
- Decide on owner/builder status. To act as your own general contractor, the property must be your primary residence in Nevada and the deed must not be recorded in an LLC on the Clark County Assessor site. A trust is acceptable. File the Nevada State Contractors Board Owner Builder Affidavit of Exemption.
- Pick the application type. Search "pool" in the DSC Online Application Assistant and choose Residential, Prefabricated for a drop in installed pool. The checklist names the type Pool and Spa, Residential, Prefabricated.
- Prepare the documents. A building permit application, the Acknowledgement of Owner Responsibility for barriers, the affidavit if applicable, and a plan set. Every page must be signed by its preparer and show the project address. The site plan must show the spa's size, setbacks, barrier, equipment location and the sewer cleanout.
- Electrical. Show the main service and subpanels, outlets, light fixtures and every GFCI protected outlet. A signed load calculation, on the city form or the designer's, is required with three or more pump motors or one pump of 5 horsepower or more.
- Review. A permit technician checks completeness first, then the plans route to building, planning, utilities, fire and public works as needed. Any resubmittal must include a separate narrative of what changed, or it is rejected.
- Inspections. Henderson's Pool and Spa Inspections Guide lists three inspections for custom and prefabricated pools. Book through DSC Online; a request made before 4 p.m. can land the next workday.
The guide asks homeowners to allow at least 2 to 4 weeks for application and plan approval. Permit technicians and plans examiners answer questions without an appointment at City Hall, 240 S. Water Street, Monday through Thursday from 7:30 a.m. to 5:30 p.m. If the parcel is flagged for an active septic system, the checklist says to get a Septic Tank Authorization Letter from Utility Services Plans Check at 702 267 3670 and have the plans stamped by the Southern Nevada Health District before the permit can issue.
Henderson's water surface rule
Henderson's checklist asks for something most cities do not: a calculation of the aggregate surface area of every pool, spa and hot tub on the lot, with a signed statement that it complies with HMC 14.14. A homeowner preparing plans under the owner/builder exemption signs that statement. If you already have a pool, include its area with the new spa.
Is a plug in portable spa exempt?
Neither city's published material answers that directly. Henderson's guide points to exemption lists in HMC 15.01.130 for building permits and 15.01.140 for electrical permits; we have not verified their text, so ask the Development Services Center before skipping a permit. Reno's building permits page sends readers to Section R105.2 of the International Residential Code for exempt work on one and two family homes, but its fee schedule prices the prefabricated spa as a permit. If your tub plugs into an existing outlet, such as a 120 volt model like the AquaRest Discover Premium 400, call first; if it needs a new 240 volt circuit, like the MyHotTub Mazara, plan on electrical work under a permit.
Saunas in Reno and Henderson
Neither city publishes a sauna permit. An outdoor barrel or cabin sauna is a small structure with a dedicated circuit. In Reno, the closest building line is the shed rate, $135 under 200 sq ft without electrical or $180 over 200 sq ft with electrical, and the heater circuit sits under the electrical lines. A 6 kW heater like the one in the Almost Heaven Salem needs a 240 volt, 30 amp hard wired circuit per its spec sheet; a plug in model like the Dominion Mini lists a 240 volt, 20 amp dedicated circuit with an L14 20 outlet. In Henderson, electrical work is filed as Electrical Residential Work on DSC Online, and the guide warns that significant electrical changes often need load calculations. If you hire an electrician as an owner/builder, register them on the permit; the Subcontractor Registration hold blocks the electrical inspection until you do.
Before you buy
- Check HOA rules and lot setbacks first, especially in Henderson, where the site plan must show distances from property lines.
- Know whether your panel has room for the 240 volt breaker your spa or sauna lists; if not, add a service change to the plan.
- Pick a spot near your sewer cleanout so draining later is simple. See how to drain a hot tub in Las Vegas, Henderson, North Las Vegas and Reno.
- Compare electricity plans: NV Energy time of use with a hot tub, sauna or cold plunge.

How much is a hot tub permit in Reno?
Reno's flat rate for a prefabricated spa or hot tub is $177 under the fee schedule effective July 1, 2026. That figure already includes the $45 application fee and the $45 permit issuance fee. Plan review and inspection fees from other departments can be added.
Does a Reno hot tub permit need plans?
Yes. Reno's permit types sheet lists Pool and Spa under permits that require plans and a 10 day review, not under over the counter EZ permits. A service change, by contrast, is an EZ permit.
Where do I apply for a building permit in Reno?
Online at onenv.us, the ONE Regional Licensing and Permitting portal. Since July 1, 2026 all document handling, from first submittal to approved plans, runs through its Digital Projects component. Questions go to Development Services at 775 334 2063.
Can a homeowner pull a hot tub permit in Henderson?
Yes, as an owner/builder, if the home is your primary residence in Nevada and the deed is not recorded in an LLC; a trust is acceptable. You file the Nevada State Contractors Board Owner Builder Affidavit of Exemption with the application through DSC Online.
How long does a Henderson permit take?
Henderson's Homeowner Permitting Guide says to allow at least 2 to 4 weeks for application and plan approval. Resubmittals take up to two days to route, and preparing an approved permit for issuance can take up to two business days.
Does Henderson require an electrical load calculation for a spa?
Henderson's pool and spa checklist requires a signed load calculation when the project uses three or more pump motors or one pump of 5 horsepower or more. Its homeowner guide adds that significant electrical changes often require load calculations.
What does a backyard sauna permit cost in Reno?
Reno has no sauna line. Its shed rates are $135 for a shed under 200 sq ft with no electrical and $180 for one over 200 sq ft with electrical, and electrical work has its own lines, such as $135 for the first 20 receptacles, switches, outlets or fixtures. Ask Development Services which applies to your sauna.
Can I hire an electrician if I am the owner/builder in Henderson?
Yes, and you must register that licensed subcontractor on your permit. Henderson's guide shows a Subcontractor Registration hold that has to be cleared before an electrical inspection can be scheduled.
