Chicago: licensed contractor, no exceptions in the guidance

The City of Chicago's permit guide says a licensed electrical contractor is required to perform all electrical work that requires a building permit, and that the contractor and its supervising electrician are responsible for that work. A barrel sauna heater such as the Almost Heaven Essex options at 8 or 9 kW and 240 volts, with a 40 or 45 amp requirement and a hard wire connection, means a new circuit from the panel. The building itself may or may not need a permit: DOB exempts small detached structures of 150 square feet or less used as a shed, gazebo or similar, but its definition of habitable space includes recreation, so ask at the 9th floor counter in City Hall.

Washington, DC: trade permits belong to licensed DC contractors

DC's Department of Buildings lists new electric appliances among work that requires a permit, and says systems installation permits for electric, plumbing and mechanical work can be applied for only by licensed DC contractors for that trade. A sauna room over 50 square feet also needs a shed permit with plans and a surveyor's plat, and a permit becomes invalid without an approved inspection within 12 months of issuance. DOB is at 1100 4th Street SW, 202-671-3500.

Houston: the cord and plug exception

Houston's administrative provisions for the 2023 National Electrical Code list work that needs no permit, and exception 1 covers appliances energized by a cord with an attachment plug connected to an approved receptacle. A Penguin Chillers cold therapy chiller draws 450 watts at 110 to 120 volts and plugs in, so on an existing GFCI outlet it needs no permit. Section 302.1 says only a licensed and registered electrical contractor shall obtain an electrical permit, so the moment you need a new dedicated circuit, such as the 120 volt, 15 amp circuit Plunge lists for its All In, or a 240 volt hot tub feed, you are hiring a contractor.

Dallas: repairs after an exam, not new circuits

Dallas lets an owner act as contractor on a homestead they live in, with an affidavit witnessed by City staff and no paid help. The eligible work list includes fences, portable accessory buildings, patio covers, plumbing, mechanical work and "electrical repairs after passing an approved City of Dallas oral or written exam," with electrical homeowner permits issued from the field offices. The form also says it does not allow building a swimming pool. A new 240 volt spa or sauna circuit is new work, so a licensed electrician is the safe plan, and Building Inspection at 214-948-4480 can confirm.

Phoenix: residents can buy the circuit permit online

Phoenix's Planning and Development brochure says residential permits allow residents and contractors to do minor electrical and plumbing work, including upgrading the electrical service and adding or extending circuits, and lists "Add or Extend Branch Circuit" and "Electrical Service Upgrade (up to 200 AMP)" among online residential permits. A city inspector verifies code compliance when you schedule the inspection after the work. Properties in designated historic districts and properties with unresolved non permitted construction cases are not eligible for online permits.

Worked example: one sauna and one plunge in each city

Say you are adding a 9 kW, 240 volt sauna heater on a new 45 amp circuit and a 450 watt plug in chiller on an existing outdoor GFCI outlet. In Chicago and DC, the heater circuit needs a licensed contractor's permit; the chiller adds no wiring. In Houston, the chiller is exempt under exception 1, and the heater circuit needs a licensed and registered contractor. In Dallas, the heater circuit is new work beyond the homeowner repair path, so hire a licensed electrician. In Phoenix, you can buy the Add or Extend Branch Circuit permit yourself and call for inspection, or hire a contractor to do it. At 9 kW, one hour of full heater output is 9 kWh in every city; what changes is the rate, from 15.91 cents per kWh in Texas to 25.98 cents in DC (EIA, August 2026), or about $1.43 vs $2.34 for that hour.
