Backyard sauna permits in Houston, Sacramento, Phoenix, Sparks and San Antonio: 120, 200 or 300 square feet

Last updated by the Brevley & Sons editorial team

Short answer: The size of a backyard structure you can build without a permit ranges from 120 square feet in Houston and Sacramento to 200 in Phoenix and Sparks and 300 in San Antonio. In all five, the heater circuit is a separate question, and in all five a new hardwired 240 volt circuit needs an electrical permit. Houston and San Antonio go further and require a licensed contractor to pull it. Phoenix sells a branch circuit permit online, and Sparks files everything through Accela.

Not legal or electrical advice. This guide summarizes published manuals, codes and agency pages as of the date above. Rules change and vary by jurisdiction. Confirm your plans with a licensed electrician or contractor and your local building department before you buy or install.

Measure first: 120 is not 200

Most barrel saunas are small enough for any of these limits. Almost Heaven lists the six person Weston barrel at 82.5 by 82 by 82 inches assembled, under 50 square feet of footprint. The limits start to matter with cabin saunas, a changing room, or a roofed porch built onto the sauna. In Houston and Sacramento, a 10 by 12 foot structure, exactly 120 square feet, needs a building permit: Houston's code exempts structures that do not exceed 120 square feet, while Sacramento's handout requires a permit for detached structures of 120 square feet or greater. Sacramento also requires a permit for any structure attached to the house, whatever its size, so a sauna tucked against the back wall is not exempt.

Houston: small exemption, strict wiring rule

Houston's residential code, the city's amended 2021 IRC, says in R105.2 that its permit exemptions do not exempt work from permits required by other codes, and in R102.9 that all electrical work and licensing follow the Electrical Code. Houston Public Works' provisions for the 2023 NEC then say only a licensed and registered electrical contractor shall obtain an electrical permit. The penalties are real: R113.4.1 sets a fine of $500 to $2,000 per violation, each day a separate offense, and R108.6 adds a fee equal to the permit fee when work starts before the permit. With no conventional zoning, Houston leans on deed restrictions; the city's Legal Department can sue to enforce restrictions on setbacks and structure size, hotline 832-393-6333.

Sacramento: planning comes before building

Sacramento's CDD-0417 handout, revised January 1, 2026, lists four triggers for a permit on non living spaces: attached to the house at any size, detached at 120 square feet or more, associated gas, mechanical or electric work, and fireplaces taller than 6 feet. It says applicants must verify zoning compliance before filing for a building permit, and sends setback, height and lot coverage questions to planning@cityofsacramento.org. When a building permit is needed, plans follow the 2025 California Residential Code, drawn to scale with a site plan, foundation plan, floor plan, elevations, sections and roof framing as needed.

Phoenix and Sparks: 200 square feet with strings attached

Phoenix's Work Exempt from Permit guide exempts one story detached accessory structures up to 200 square feet, with ramadas and gazebos named as similar uses, and adds that if utilities are provided to an exempt structure, a permit is required for installing them. Equipment identified for cord and plug connection to existing receptacles is exempt from an electrical permit, which does not help with a hardwired heater. Phoenix's online Add or Extend Branch Circuit permit is open to residents as well as contractors, except in historic districts or where a non permitted construction case is open.

Sparks uses the same 200 square foot line but spells out setbacks: typically 5 feet from the house and 3 feet from surrounding property lines, plus HOA approval where one exists. The city lists relocating or adding electrical as permit work, accepts applications only through its Accela portal, and asks you to confirm each inspection by calling the assigned inspector between 7 and 8 am on weekdays. Sparks also publishes a 43 psf ground snow load and a 24 inch frost depth, worth checking against a sauna roof and base.

San Antonio: the largest exemption, the strictest wiring

San Antonio's No Permit Required list starts with one story detached accessory structures used as tool and storage sheds, playhouses and similar uses, up to 300 square feet, if they meet the setbacks in Sec. 35-370(b) of the Unified Development Code. A sauna is not a shed, so confirm with the Development Services Department that it counts as a similar use. The wiring is not negotiable: the residential permits page says licensed trade contractors are required for new electrical work and that electrical permits are obtained by registered licensed trade contractors. The One Stop center is at 1901 S. Alamo St., 210-207-1111.

Worked example: an 8 kW barrel sauna in each city

Take the Almost Heaven Weston with its 8 kW heater, listed at 240 volts and 40 amps, hardwired, plus a 120 volt, 15 amp lighting circuit. Its footprint is under 50 square feet, so the structure is exempt in all five cities if it is detached and meets setbacks. In every city the heater circuit needs an electrical permit. The cost of a full hour at full draw, before the thermostat starts cycling:

CityRate used8 kW, one hour
HoustonTexas statewide average 15.91 cents (EIA, August 2026; retail plans vary)$1.27
SacramentoSMUD off peak 12.85 cents (Oct to May); summer peak 37.65 cents$1.03 off peak; $3.01 summer peak
PhoenixArizona statewide average 15.05 cents (EIA, August 2026)$1.20
SparksNV Energy North D 1 effective 11.386 cents (Oct 1, 2026)$0.91
San AntonioCPS Energy 7.503 cents plus June 2026 fuel factor 3.163 cents$0.85

Real sessions use less than the full hour figure once the room is hot. On time of use plans, SMUD's weekday 5 to 8 pm peak and NV Energy's summer 6:01 to 9 pm window are the hours to avoid. For breaker and wire sizes, see our sauna heater breaker and wire size guide.

Frequently asked questions

What size sauna needs a building permit in Houston?

A one story detached accessory structure larger than 120 square feet. Section R105.2 of the City of Houston Residential Code exempts those of 120 square feet or less. The heater circuit needs an electrical permit either way.

What is the shed permit limit in Sacramento?

Detached structures of 120 square feet or more need a building permit, per the city's Residential Accessory Structures handout CDD-0417. Any structure attached to the house needs one regardless of size, and so does associated electrical work.

Does Phoenix exempt small saunas from permits?

Phoenix exempts one story detached accessory structures up to 200 square feet, naming ramadas and gazebos as similar uses. If utilities go to the structure, the utilities need a permit.

Why is San Antonio's limit 300 square feet?

San Antonio's No Permit Required list covers one story detached tool and storage sheds, playhouses and similar uses up to 300 square feet that meet the setbacks in UDC Sec. 35-370(b). Ask DSD whether a sauna counts as a similar use.

Can a homeowner wire a sauna heater in Houston or San Antonio?

No in both. Houston's electrical provisions say only a licensed and registered electrical contractor shall obtain an electrical permit. San Antonio requires licensed trade contractors for new electrical work.

Can I pull my own sauna electrical permit in Phoenix?

Phoenix sells an online Add or Extend Branch Circuit permit to residents and contractors for minor electrical work. Historic district properties and those with unresolved non permitted construction cases are not eligible.

Does Sparks, Nevada require setbacks for an exempt sauna?

Yes. Sparks says structures of 200 square feet or less need no building permit but typically must be 5 feet from the house and 3 feet from property lines, with HOA approval where applicable. Adding electrical requires a permit.
