Where the 200 square foot exemption applies
Billings' FAQ says detached sheds of 200 square feet or less do not need a building permit, and that the owner is responsible for getting permits or may designate the contractor. Rhode Island's statewide residential code exempts one story detached accessory structures up to 200 square feet, while noting that the exemption does not authorize work that violates the code. New Castle County, Delaware exempts one story detached sheds, playhouses, pergolas, gazebos and similar non-habitable uses up to 200 square feet, with eaves of 10 feet or less and an overall height of 20 feet or less, and says exempt work must still meet code. Because a sauna is heated and used by people, ask Land Use at 302-395-5400 whether it counts as a similar use. An Almost Heaven Essex, at about 40.6 square feet, is far under 200 square feet in all three.
Little Rock: the $5,000 trigger
Little Rock's Ordinance 22204 excludes one story detached tool and storage sheds, playhouses and similar uses up to 200 square feet, but the same ordinance requires permits for work over $5,000 including material and labor, or work that requires an inspection. The Essex starts at $8,548, and a hardwired heater needs an inspection, so plan on a permit conversation. For the electrical side, Little Rock lets an owner-occupant pull a permit with a state license or after a $35 competency consultation, with proof of ownership and residence.
Where every shed needs a permit
Sioux Falls says any accessory structure needs a permit, pre-built sheds included. Sheds must be anchored, a site plan is required, and the minimum fee is $40 under 200 square feet. In the rear yard and more than 10 feet from the house, a shed can sit 2 feet from the rear property line. Zoning answers at 605-367-8254 and Building at 605-367-8670. Portland, Maine's FAQ says new accessory structures such as a shed, garage or gazebo need a building permit and that all plumbing and electrical work needs permits too, applied for through Citizens Self Service or by calling (207) 874-8703. Manchester, New Hampshire amended section 105.2, work exempt from permit, by deleting items 1 through 6, 9 and 10 of the building list, so call Planning and Community Development with the sauna's size first.
Omaha and Burlington: separate permits
Omaha's permits FAQ says all residential electrical, mechanical and plumbing work needs its own permit by trade, separate from the building permit, so a sauna heater means an electrical permit even if the structure is small. Omaha also requires the lowest floor of new structures in mapped floodplains to sit at least 1 foot above base flood elevation, so check your parcel. In Burlington, Vermont, section 3.1.2 of the zoning ordinance says no development, accessory buildings included, may happen without a zoning permit unless exempt, and some projects need Development Review Board approval first.
Wiring the heater yourself
An 8 kW heater is a 240 volt load drawing about 33.3 amps on 8 AWG supply wire, and Harvia's manual says not to feed it through a GFCI. Owner exemptions differ. South Dakota needs no license to wire your own residence but requires an approved homeowner permit before starting, applied for two weeks ahead with proof of ownership. Montana issues state homeowner permits outside certified cities, counties and towns, but inside Billings the city says most electrical permits can only be issued to licensed electricians. Nebraska section 81-2121(5) lets an owner wire a principal residence or farm without a license but expects knowledge of the NEC and an inspection request. Vermont's 26 V.S.A. 910(3) covers an owner's freestanding single unit residence and accessory outbuildings. Rhode Island's RIGL 5-6-29(c) covers owners living on the premises, and Providence asks owners to demonstrate competency first. Delaware's homeowner permit needs a plan stamped by a licensed Delaware inspection agency and is valid for one year. Our homeowner electrical permit guide covers more states.

Frequently asked questions
Does a backyard sauna need a permit in Sioux Falls?
Yes. Sioux Falls says any accessory structure needs a permit, including pre-built sheds, with a site plan and anchoring. The minimum fee for a shed under 200 square feet is $40. The heater circuit also needs an electrical permit.
Does a sauna under 200 square feet need a building permit in Billings?
Billings' FAQ says detached sheds of 200 square feet or less do not need a building permit. A sauna heater is still electrical work, and the city's FAQ says that by law most electrical permits can only be issued to licensed electricians, so call the Building Division at 406-657-8270 before planning to wire it yourself.
Do I need a permit for a sauna in Portland, Maine?
Yes. Portland's FAQ says new accessory structures such as a shed, garage or gazebo need a building permit, and all plumbing and electrical work also requires permits. Applications go through Citizens Self Service.
Does Little Rock exempt a small sauna from a building permit?
Little Rock's fee ordinance excludes one story detached tool and storage sheds, playhouses and similar uses up to 200 square feet, but also requires permits for work over $5,000 or work needing an inspection. A sauna kit plus a hardwired heater can trigger both, so ask the city.
Is a sauna a non-habitable use in New Castle County, Delaware?
The county exempts one story detached sheds, playhouses, pergolas, gazebos and similar non-habitable uses up to 200 square feet with eaves of 10 feet or less. Whether a heated sauna counts as a similar use is a question for Land Use at 302-395-5400.
Does Manchester, New Hampshire have a shed permit exemption?
Manchester's building code amends section 105.2 by deleting items 1 through 6, 9 and 10 of the building list of work exempt from permit, so projects exempt elsewhere can need a permit in Manchester. Call Planning and Community Development before ordering.
Can I wire my own sauna heater in these states?
Each state has an owner exemption with conditions: Nebraska section 81-2121(5) for a principal residence, Vermont 26 V.S.A. 910(3) for an owner's single unit residence and accessory outbuildings, Rhode Island 5-6-29(c) for an owner living on the premises, and South Dakota with a homeowner permit applied for two weeks ahead. Inspections still apply.
